Loan and guarantee scheme for Danish exports to Africa

The scheme is part of the Danish government's Africa strategy and aims to enable projects worth at least DKK 500 million in African countries that EIFO would otherwise not finance due to the associated risk.

With EIFO’s Africa Scheme, Danish companies have even greater opportunities to pursue new business ventures on the African continent.

The scheme, which is part of the government's Africa strategy, enables Danish companies to realize projects that would otherwise be difficult to finance due to a higher risk profile.

The scheme has a capacity of at least DKK 500 million.

The purpose of the loan and guarantee scheme is to support Danish companies’ opportunities for export to and investment in Africa and to make Denmark a more attractive partner for African countries.

Although EIFO is already involved in projects in Africa, there are countries and projects that may be difficult for EIFO to engage in due to the risk profile. With this scheme, however, we can support exports to countries with a higher risk.

The scheme may be relevant for companies that provide equipment for food production, water purification, or infrastructure and can identify business opportunities in new markets.

Find answers to your questions

Here we have compiled a series of frequently asked questions and answers about EIFO's loan and guarantee scheme for Africa

Who can apply?

The scheme is relevant for Danish exporters, African buyers, and national or international banks. Applications can be submitted for guarantees, loans, and warranties, provided the export business meets certain requirements.

What are the project requirements?

The financed projects must comply with EIFO’s current policies, including those related to Danish Economic Interest, ESG and sustainability, and more.

Is the scheme subject to state aid regulations?

All financed projects must comply with the rules for export financing, including premiums, tenors, etc., as outlined in the OECD Arrangement on Officially Supported Export Credits. This framework is administered by the OECD and legally enforced within the EU.

How is the premium determined?

Several factors influence the calculation of the premium:

• EIFO assesses your customer's creditworthiness, that is, the likelihood that the customer will repay. The better the credit rating, the lower the premium.

• EIFO will also evaluate the political risk in the customer’s country. The lower the political risk, the lower the premium.

• The credit period refers to how many months the customer will take to repay the loan. The shorter the credit period, the lower the premium.

What is the coverage area?

Through the loan and guarantee scheme, EIFO can offer long-term loans and guarantees for exports to African countries with a higher risk level than what EIFO would normally be able to finance. The new mandate allows EIFO to take on increased risk, for example on states, or in project financing involving private buyers or banks. This expands opportunities for projects in a number of countries outside EIFO’s usual coverage area.

How do you apply?

Applications are submitted by filling out an expression of interest and sending it to afrika@eifo.dk.

When should you apply?

Applications must be submitted no later than June 16, 2025.

How are the projects selected?

Projects are selected based on objective criteria, including project maturity and financial viability. In addition, the potential of the projects to support Danish companies’ opportunities for export and investment in Africa will be assessed. Applicants are encouraged to be as specific and detailed as possible in their expressions of interest.
